- 15+ years of Sipiteno's field experience operating across all 28 countries
All figures are estimates based on the best available public data. Salary figures are mid-range for senior developers in USD, adjusted for local cost of living.
Key Findings
1. Ukraine has the deepest talent pool per capita
With 200,000+ developers (1 per ~200 population), Ukraine ranks highest in developer density. Poland has the absolute largest pool at 400,000+, but also a larger population.
2. Bulgaria and Georgia offer the lowest operational costs
Bulgaria's 10% flat corporate tax and Georgia's 0% IT zone rate make them the most cost-effective bases. However, EU membership (Bulgaria) provides regulatory certainty that Georgia's simplified regime trades off.
3. The salary gap is narrowing
Senior developer salaries in Poland and Czech Republic have risen 30-40% since 2022, approaching Western European levels. Ukraine, Georgia, and Kazakhstan remain 50-70% cheaper for comparable talent.
